Delaware’s recreational cannabis market has generated nearly $59 million in sales since launching, but the pace remains well below the state’s original expectations as limited store availability and lower prices in neighboring states continue to challenge the industry.
The 13 cannabis businesses that previously served medical marijuana patients and later obtained permits to sell to recreational customers recorded $58.5 million in combined retail sales between August last year and the latest reporting period. Monthly sales reached their highest point in July, when consumers spent approximately $5.6 million.
The sales have raised about $8.8 million in state tax receipts. Delaware applies a 15% tax to recreational marijuana transactions.
The figures, however, remain considerably below estimates issued in 2023 by Robert Coupe, the state’s first cannabis commissioner. Coupe had forecast roughly $281 million in yearly cannabis sales, which would have generated an estimated $42 million in tax revenue.
Josh Sanderlin, who succeeded Coupe, has acknowledged that the projections were too ambitious. He expects the industry to expand as additional cultivation facilities become operational and more retail businesses secure financing and begin serving customers.
Delaware has authorized 30 retail-only licenses, but none of those stores had opened as of the latest update. Mint Cannabis, a planned location near Georgetown, is expected to begin operating this month.
Local land-use rules have contributed to delays, particularly in Sussex County, where numerous municipalities previously prohibited marijuana businesses. However, recently enacted state legislation supersedes many of these restrictions, potentially allowing more retailers to establish locations.
Financing has presented another obstacle, with 16 businesses holding conditional approvals still working to secure the money needed to launch.
The gap becomes more apparent when comparing Delaware with Maryland and New Jersey, both of which entered the recreational market earlier.
Maryland reported approximately $90 million in cannabis retail sales during July. With a population of about 6.26 million, the state recorded sales roughly 16 times Delaware’s $5.6 million despite having about six times its population. Over 100 dispensaries are currently licensed there.
New Jersey posted about $101.2 million in July sales. Its population of roughly 9.6 million is about nine times Delaware’s, while its cannabis revenue was approximately 18 times greater. Over 300 dispensaries operate across New Jersey.
According to Zoë Patchell of the Delaware Cannabis Advocacy Network, the disparity was predictable. She argued that consumers will continue crossing state borders when nearby markets offer greater selection and lower prices.
She added that advocates expected an adjustment period after legalization but did not anticipate such a prolonged delay in building a competitive retail system.
Nonetheless, the wider marijuana industry, including established firms like Canopy Growth Corp. (NASDAQ: CGC) (TSX: WEED), remains hopeful that adult-use sales will fully take off in Delaware as more operators open their doors.
